Ontario Railing Code Guide for Decks and Stairs

A new deck, porch, balcony, or stair can look complete long before it is ready for inspection. The details that determine whether it is safe and code-compliant are often hidden in the layout: guard height, opening size, post attachment, handrail continuity, and the glass system selected. This Ontario railing code guide explains the requirements property owners and builders should account for before fabrication or installation begins.

For most projects in the GTA, the Ontario Building Code is the starting point. Municipal requirements, permit conditions, site conditions, and the age or scope of an existing structure can also affect the final design. That is why a railing should be measured, engineered where required, and installed as a complete safety system rather than treated as a finishing detail.

Start With the Difference Between a Guard and a Handrail

People often use the word “railing” for every component around a deck or stair, but the code treats guards and handrails differently. Knowing which one your project needs prevents common design and inspection problems.

A guard protects people from falling from an elevated walking surface. It is the barrier installed around a deck, balcony, landing, porch, mezzanine, or open side of stairs. Aluminum picket railings, aluminum-and-glass systems, and frameless glass guards are all examples of guard systems when designed and installed for that use.

A handrail is the graspable rail used for support while climbing or descending stairs. A decorative top rail may look substantial, but it does not automatically qualify as a code-compliant handrail. Handrails must meet specific requirements for height, continuity, clearance, and grip size.

A stairway can require both. The open side may need a guard to prevent a fall, while the stair run needs a handrail that can be held continuously from top to bottom. On many exterior stair projects, combining these functions correctly is one of the most important parts of the design.

When Ontario Requires a Guard

In general, a guard is required where there is a difference in elevation of more than 600 mm, or about 24 inches, between a walking surface and the adjacent grade or surface below. This commonly applies to raised decks, balconies, elevated porches, exterior landings, and stair sides.

The measurement is not always as simple as the deck height at one point. Sloped grades, retaining walls, lower roofs, and stair landings can change the fall distance around the structure. A deck that appears low from one side may still require a guard where the ground drops away on another side.

For a guard on a surface with a drop of 1,800 mm or less, the typical minimum guard height is 900 mm, approximately 36 inches. Where the fall exceeds 1,800 mm, the typical minimum increases to 1,070 mm, approximately 42 inches. Balconies and second-story decks commonly fall into the 1,070 mm category.

These numbers are often the first measurements homeowners look for, but height alone does not make a guard compliant. The complete assembly must resist required loads, limit openings, and remain secure at its connections to the deck, concrete, steel, or building structure.

Guard Openings Matter as Much as Height

A guard must be designed so a small child cannot pass through or become trapped in the openings. In most exterior guard applications, openings cannot allow the passage of a 100 mm sphere, roughly 4 inches.

This affects picket spacing, glass gaps, cable-style concepts, and the space beneath a bottom rail. It also affects custom details. A beautiful horizontal layout may not be acceptable if it creates climbable elements or openings that exceed the permitted size.

Stairs have a related exception at the triangular opening formed by the tread, riser, and bottom rail. That opening may be permitted to be larger, often up to 150 mm, but it still needs to be reviewed carefully. Small changes in stair geometry can change the opening size.

Handrail Rules for Exterior Stairs

Where stairs require a handrail, it must provide real support, not simply a visual edge. Typical Ontario requirements place the handrail between 865 mm and 1,070 mm above the nosing of the stair treads. The handrail should be continuous for the length of the flight, easy to grasp, and returned or terminated in a way that does not create a snagging hazard.

The exact handrail profile matters. Wide, flat top rails and oversized glass cap rails may not provide the graspable shape required for a handrail, even if they are at the correct height. In those cases, a separate secondary handrail may be the right solution.

Clearance from the wall or glass is also important. A rail needs enough space behind it for a hand to wrap around it comfortably. This is especially relevant on interior stairs with wall-mounted rails and on glass stair guards where a slim metal handrail is added for code compliance.

A handrail should also remain usable at turns and landings. Stopping the rail short because it looks cleaner can create an avoidable inspection issue and, more importantly, remove support where someone needs it most.

Glass Railing Requires More Than Tempered Glass

Glass railings deliver clear views and a modern finish, but their code compliance depends on the entire engineered system. The glass type, thickness, edge treatment, hardware, post spacing, base shoe, fasteners, substrate, and drainage details all work together.

For guards, glass is commonly safety glass and may require tempered, laminated, or tempered-laminated construction depending on the application and system design. Frameless glass guards are not simply panels set into metal clamps. They require an approved configuration with hardware and structural support designed to resist the applicable loads.

This distinction matters when replacing an older wood guard or installing glass on an existing deck. A deck frame that was adequate for wood balusters may not have the blocking, rim-board condition, or fastening capacity needed for new glass posts or a base-mounted system. The railing installer may need to coordinate with a carpenter, engineer, or builder to reinforce the structure before installation.

Glass also needs room to drain and move appropriately through Ontario's freeze-thaw cycles. Trapped water around base shoes, poorly sealed fasteners, and incompatible metals can shorten the life of an otherwise high-quality installation. Clean design is valuable, but durable detailing is what keeps it looking clean years later.

Post Attachment Is a Structural Decision

The guard is only as reliable as its connection to the structure. Posts that feel solid on installation day can loosen over time if they are attached only to surface boards, undersized framing, deteriorated concrete, or unverified blocking.

For wood decks, professional installers review the rim joist, joist direction, blocking, fastener type, flashing, and the condition of the existing structure. For concrete balconies or porch slabs, anchor selection and edge distance are critical. Drilling too close to a concrete edge can compromise the installation, while the wrong anchor can fail to achieve the required capacity.

Side-mounted systems can preserve deck space and create a sharper visual line, but they place different forces on the deck edge. Top-mounted posts may simplify some installations, but they reduce usable surface area. Neither approach is automatically better. The right choice depends on the structure, desired appearance, drainage, and available attachment points.

Permits, Existing Railings, and Local Review

A permit may be required when a new deck, balcony, porch enclosure, stair, or structural alteration is being built. Replacing an existing railing can also trigger review if the work is connected to a larger renovation or if the existing structure needs modification to support the new guard.

Municipal building departments administer the code locally, and project-specific conditions can affect what they request. Heritage properties, multi-unit buildings, commercial entrances, pool areas, and rooftop spaces may involve additional requirements. Pool enclosures, for example, follow separate rules that should not be assumed to match a standard deck guard.

For commercial properties, accessibility requirements may also apply to stairs, ramps, entrances, and public circulation routes. A compliant guard alone may not address the full scope of the work. Early coordination between the property owner, designer, contractor, and permit authority avoids expensive changes after materials have been ordered.

Common Railing Code Mistakes to Avoid

The most frequent problems are not usually dramatic. They are small details overlooked during planning: choosing a 36-inch guard where a 42-inch guard is required, spacing pickets too far apart, using a top rail that is not graspable, or fastening posts to unsupported deck boards.

Another common mistake is selecting a system based only on a photo. A frameless glass guard may be appropriate for one balcony and unsuitable for another because of slab thickness, waterproofing, exposure, or structural capacity. Similarly, a horizontal design may suit a private landscape feature but not meet guard requirements at an elevated deck.

The practical approach is to establish the required guard height, confirm the fall distance, inspect the supporting structure, and select a system that has been designed for the application. Fabrication should follow verified field measurements, not assumptions from an old drawing or an online product listing.

A well-built railing does more than pass inspection. It gives a deck, stair, or balcony a finished architectural edge while protecting the people who use it every day. For Ontario projects, the best results come from treating code compliance, structural attachment, and visual design as one coordinated decision from the start.
